The GAIRC Governing Body (Global AI Research Council) is a structured, hierarchical authority designed to maintain the technical and ethical integrity of the Council’s operations. It is not merely a central office; it is a system of “Checks and Balances” that ensures AI standards are globally relevant and resistant to corporate capture.

Governance Hierarchy & Roles

The governing body is organized into three distinct tiers, each with specific mandates and decision-making powers.

1. The Executive Committee (The Decision Makers)

This is a small, agile group of 5–7 members (including the Chairman) elected by the General Assembly.

  • Mandate: Strategic oversight, policy ratification, and emergency decision-making.
  • Authority: They hold the power to approve Fellowship (FACR/GAIF) inductions and finalize accreditation for university labs.
  • Term: Members serve a two-year term, ensuring fresh leadership and avoiding administrative stagnation.

2. The Secretariat (The Engine Room)

The Secretariat is the administrative and technical heart of the Council, led by a Director often an expert in international research bodies.

  • Mandate: Day-to-day operations, membership management, and maintaining the Global Registry.
  • Role in Research: They organize the Technical Vetting Boards and act as the “impartial resource” for members during the nomination process.

3. The General Assembly (The Democratic Root)

The Assembly consists of all voting members (Fellows and Accredited Institutional representatives).

  • Mandate: Electing the Executive Committee and amending the Bylaws of Association.
  • Power: They serve as the “Final Appeal” for membership disputes or ethics violations.

Specialist Advisory Councils

To manage the high-velocity changes in AI, the Governing Body is supported by two key advisory groups:

The GAIRC Governing Body uses a unique accountability framework to ensure no single entity gains too much influence:

  1. Independent Vetting: The Scientific Council reviews the technical quality, while the Executive Committee reviews the ethical/strategic impact.
  2. Regular Re-Election: The “two-year term” rule prevents long-term bias toward any specific corporate or academic agenda.
  3. Conflict Disclosure: Every member of the Governing Body must file an annual COI Disclosure, which is auditable by the General Assembly.
